• The Panama Canal Authority will cap daily transits at 34 from September 4.

• The Persian Gulf Strait Authority separately warned that vessels violating Iranian protocols may face future restrictions, fines, detention or confiscation.

• Cargo owners and charterers were told to review the Non-Compliant Vessels list before chartering for Persian Gulf trades.

Strategic Summary & Actions Required

• Masters and managers with bulkers in Bay of Bengal monsoon-season exposure should confirm distress reporting, liferaft readiness, abandon-ship drills, GMDSS watchkeeping and coastal SAR contact chains.

• Owners, insurers and charterers connected to Ocean Winner should preserve voyage instructions, cargo documents, weather records, stability data, bridge logs, engine records, VDR data and communications with shore management.

• Black Sea voyages require renewed war-risk review, port-call authority, crew exposure checks, security routing and evidence preservation for any strike, blast, drone or debris contact.

• Panama-linked services should lock reservation status, revise laycans, review alternative routing, check draft exposure and update customer notices before September slot cuts take effect.

• Hormuz-linked fixtures require documented company approval, sanctions screening, P&I and legal review before responding to fee, protocol, NCV-list or PGSA-related demands.
