Applicability: Section 8C is for general cargo ships, Ro-Ro ships, timber carriers and non-cellular ships fitted for containers. It must not be used for cellular container ships. Apply the actual cargo, equipment and vessel conditions.

Check the vessel’s actual procedures, equipment and records against these points from RISQ 3.2.

Provide the Administration-approved CSM in the working language, with English, French or Spanish translation where the working language is none of these.Check consistency with stability, load-line, hull-strength and applicable dangerous-goods requirements.Use appropriate securing points/devices matched to the cargo and expected transverse, longitudinal and vertical forces.Update the manual and equipment records when securing devices change; replacement alternatives must not have lower strength.Maintain sufficient reserve securing gear and replace worn or damaged devices.Keep lashing plans and any applicable Cargo Safe Access Plan compatible with actual ship design and equipment.Record routine examinations, detailed examinations and required re-testing; demonstrate officers’ familiarity.

The source qualifies the CSAP requirement by containership type and keel date on or after 1 January 2015; do not extend it automatically to every 8C ship. The section still excludes cellular container ships.
