Source clarification
The PDF also quotes a 2021 whitepaper discussing small-fire dry chemical/CO2, dilution with water of at least four times the pool volume, and recommended alcohol-resistant film-forming foam for larger pools. That simplified comparison is not a shipboard attack plan or a universal water-application instruction. Use the approved firefighting system and fuel-handling manual; no foam concentration or application rate is invented here.
