Fuel changeover procedures and records

RISQ 7.9Section 7A · Fuel Management (Oil Fuel)Source marking: V & M

Applicability: Apply the vessel’s fuel-changeover and approved emissions-compliance arrangements. Engine certification depends on applicable engine and ship construction criteria, not merely the vessel-type selector.

What is being checked

Fuel changeovers are risk-assessed, timed and recorded.

Ready on board

0 / 6 checked

Check the vessel’s actual procedures, equipment and records against these points from RISQ 3.2.

Practice questions

Preparation prompts derived from this entry, not an official inspector interview script.

1Does changing the service-tank valve instantly complete compliant changeover?

No. The system must be flushed/diluted for the calculated time; consumption, system volume and fuel sulphur content affect completion.

2What should the records show?

The changeover steps, quantities, times and positions, ECA entry/exit details, and completion notification to the Master.

Where a finding may arise

Missing evidence or defects inconsistent with the checks above may prevent a satisfactory answer. These are preparation concerns derived from the question, not explicit additional finding criteria or reported past observations.

Past observations for practice

Anonymised reports, manually reviewed before publication. These are reported experiences, not additional inspection requirements.

No reviewed observations have been added for this entry.

Source clarification

The source mentions Mediterranean sulphur controls and Canadian Arctic/Norwegian Sea NOx provisions with engine-power and construction-date conditions. These are separate regimes, not a general instruction to change every ship’s NOx certification. Its paragraph uses both “less than 0.10” and “not exceeding 0.10” sulphur wording. This entry does not turn that inconsistency into a stricter limit or treat the PDF as a complete current ECA schedule. The PDF dates Mediterranean sulphur controls from 1 May 2025, allowing approved equivalents such as EGCS. It dates the Canadian Arctic/Norwegian Sea NOx provisions from 1 March 2026 for engines over 130 kW: Canadian Arctic ships with keels laid or equivalent stage from 1 January 2025; Norwegian Sea ships contracted from 1 March 2026, or without a contract keels laid/equivalent stage from 1 September 2026, or delivered from 1 March 2030. These are the supplied PDF’s stated conditions, not a complete regulatory applicability assessment.
