
The IMO Resolution MEPC.277(70) will come into effect from 01st Mar 2018 and amend the form of Garbage Record Book (GRB).
The summary of the amendments are as follows :
1) These apply to all ships – new and existing.
2) Clarification of the term “Estimated amount of Discharged or Incinerated”, whether into the sea or to reception facilities in the GRB has been provided.
3) A new garbage category for E-waste has been added. The new garbage category distribution will be as follows:
A. Plastics
B. Food waste
C. Domestic wastes
D. Cooking oil
E. Incinerator ashes
F. Operational waste
G. Animal carcasses
H. Fishing gear
I. E-waste
J. Cargo residues (non-HME)
K. Cargo residues (HME)
4) Additional space provided in the GRB to record exceptional discharge or loss of garbage under regulation V/7.
5) The form of Garbage Record Book has been divided into two parts – I & II.
a. Part I will be applicable to all ships and shall require recording of revised categories A – I.
b. Part II will be applicable to ships that carry solid bulk cargoes and require recording of categories J & K.
6) The categories of garbage have been expanded and the entries required in the Garbage Record Book have been amended resulting in the requirement of a new Garbage Record Book.
7) Along with the GRB, receipts obtained from receptions facilities will also be required to be kept on board for at least two years.
8) E-waste means electrical and electronic equipment used for the normal operation of the ship or in the accommodation spaces, including all components, sub-assemblies and consumables which are part of the equipment at the time of discarding, with the presence of material potentially hazardous to human health and/or the environment.
