What is being checked

The inspector is checking whether the Ozone-depleting Substances Record Book is controlled, understood and completed as an accurate record of recharge, maintenance, deliberate or accidental release, recovery and disposal of ozone-depleting substances. Entries should agree with the vessel's procedures, operational logs, certificates and disposal receipts, and satisfy MARPOL Annex VI Regulation 12 and flag requirements.

Identify each applicable system and substance, then reconcile opening stock, additions, recovered quantity, leakage, disposal certificates and remaining stock.

Where an observation may arise

PROCEDURE

No adequate procedure exists, or the responsible officer cannot explain how the Ozone-depleting Substances Record Book is maintained.

ACCURACY

Entries do not accurately or completely record the recharge, maintenance, deliberate or accidental release, recovery and disposal of ozone-depleting substances.

RECONCILIATION

The Ozone-depleting Substances Record Book conflicts with refrigeration and fire-extinguishing maintenance records, refrigerant inventories, service reports and the IAPP Supplement, logbooks, receipts or the physical arrangement onboard.

AUTHENTICATION

Required officer or Master signatures are missing, or corrections do not follow the approved method.

ELECTRONIC RECORD

The electronic system lacks approval, instructions, access control, reliable backup or recovery arrangements.

SPECIFIC FAILURE

Applicable equipment is missing from the IAPP Supplement, or refrigerant additions, recovery, leakage or disposal cannot be reconciled.

Process

As per the IAPPC, item 2.1.1, the vessel has no ozone depleting substances onboard.

Master's practical note

Treat refrigerant bottles and service reports as part of the statutory record. A quantity added by a technician without a corresponding ODS entry immediately breaks the evidence chain.
