What is being checked
The inspector is checking whether suitable electrical insulation protects personnel at the front and rear of switchboards and remains correctly positioned, dry and undamaged.

1Why is insulation required on both sides?
Personnel may operate, inspect or maintain equipment at either face and must be separated from the conductive deck.
2How do you know the mat is suitable?
Use its certification, marking, maker data or approved vessel specification for the distribution voltage.
3Is paint an acceptable substitute?
Only where the approved installation specifically uses a certified insulating deck system. Ordinary paint is not evidence of electrical insulation.
4What defects make a mat ineffective?
Moisture, oil, cracking, conductive dirt, gaps, movement and an unsuitable voltage rating.
5What control applies behind the board?
Restrict access, maintain insulation and lighting, keep the route clear and follow electrical safe-work procedures.
Where an observation may arise
A normal working position has exposed conductive deck.
Insulation is cracked, curled, oily, wet or patched improperly.
Suitability for the system voltage cannot be demonstrated.
Loose or displaced material creates unsafe footing.
The rear of the board lacks equivalent protection or is obstructed.
Master's practical note
Inspect the rear as carefully as the front. It is commonly less visible, more congested and where unsuitable offcuts or missing sections remain unnoticed.

Equipment boundary: The approved arrangement may use insulating mats, gratings or a certified insulating deck covering. Suitability must be demonstrated for the actual voltage and environment.
